LOCAL AREA PLANNING REPORT

“We have commissioned a planning report from XXX which is attached in Appendix XX. We asked them to investigate the following areas: policy designations in the area, planning history of the property and surrounding properties, plans for major developments (social housing projects etc.) in the area, listing and public rights of way.
We recommend that you read the XXX appraisal in full and we can put you in touch directly with the author should you wish. We will, of course, discuss the report in more detail when we speak.
Please be advised that the XXX Report is obtained from online resources on a desktop basis. Occasionally some older planning information may not have been uploaded to the online Council Planning Portals and therefore not included. To obtain the entire planning history of the property, a visit to the council would be required.”

FLIGHT PATHS & AIRFIELDS

We have reviewed the Topographical Air Chart and have listed below the airfields within the locality. See Appendix XX

Heathrow Airport

“BAA London Heathrow is located approximately XXX to the XXX of PROPERTY NAME. The airport is in operation 24 hours a day, 365 days per year. It has 2 runways and is home to 80 airlines that currently travel to 185 destinations worldwide. There are flight restrictions in place which allow no more than 5,800 take-offs and landings between 23:30- 06:00 annually, to help reduce noise pollution and general disturbance in the local areas.

In December 2020 the Supreme Court ruled that the project for a third runway could proceed as planned, but there is still uncertainty if/when it will be built.
The COVID-19 pandemic has caused huge disruption to commercial aviation over the past year, resulting in several carriers collapsing and further delay to the expansion of Heathrow and the third runway.
Their full manifesto, proposal and updates on the consultations are available on the websites below:

Gatwick Airport

“London Gatwick Airport –
RH6 0NP
PROPERTY NAME is located approximately XX miles to the XXXX of Gatwick Airport. 70% of the traffic at Gatwick lands and takes off towards the west.  The airport operates 24 hours a day, every day. In 2018 there were 284,000 “movements” (landing and take off) at Gatwick. Over the next five years there are plans to develop and grow the airport to accommodate the anticipated large numbers of passengers as well as servicing a variety of new and existing aircraft types.  There are proposed works to runways, piers, stands and taxi ways, and in order to operate at full capacity the works will need to take place during the night. There has been a legal agreement in place that there will be no further expansion of Gatwick before 2019, however there is a need for expansion of one of London’s airports in the future and there is a strong chance Gatwick will see development at some stage in the future.
There have been a number of reports in recent years, detailing aircraft noise at the airport, as well as Noise Management Action Plans (Appendix X).
Further information on future plans at the airport can be found on the websites below:

Crossrail

“The Crossrail scheme is a 73 mile railway line project to provide quicker and easier transport links from Berkshire and Buckinghamshire, through central London, to south-east London and Essex. Construction of the new line began in 2009 and plans to open services through Central London in 2022. 10 new stations are being built around London that will significantly reduce travel time, in some cases by half, and take pressure off the busier existing underground lines. The nearest station to PROPERTY NAME is XXX located approximately XXX miles from the property. When the full route opens, the Elizabeth line will run from Paddington to Heathrow and Reading in the west and Abbey Wood and Shenfield in the east.

Crossrail 2

“General
Crossrail 2 is an extension of the Crossrail 1 project connecting London to the wider south-east. This line will link with London underground, London overground, national and international rail services. Crossrail 2 is still in the early stages of planning and public consultation with no decision to be built as yet, but the aim is to be operational by 2030. The permissions to build the new line are expected in 2021/2022 with a view to begin constructing in the late 2020s, if/when the plans are accepted by the UK Government. The map of the proposed line is attached in Appendix X.
Outside of safeguard zone
Crossrail 2 is the proposed extension of the Crossrail 1 project connecting London to the wider south-east. This line will link with London underground, London Overground, national and international rail services.
The Crossrail 2 and Royal Borough of Kensington and Chelsea websites provide the following information:
The original proposal for the Crossrail 2 project included a station at the junction of Sydney Street and King’s Road, with a ventilation shaft somewhere around Jubilee Place. Although not confirmed, the route itself would run from Victoria across Royal Avenue.
We spoke to a representative at Crossrail 2 to enquire whether it is expected that PROPERTY NAME will be affected by noise from the trains.  They informed us that 3 PROPERTY NAME sits just outside the Safeguarding Zone and as such is “not directly affected by the proposals”. If the line is constructed, the tunnels would be very deep (approx. 20m-40m) and therefore noise levels should not affect properties either directly above or close by.
Specific to Chelsea/Sloane Square area
If the current route is approved there will be disruption in the immediate area, due to the construction of the new station. However, Crossrail 2 have proposed an alternative route excluding the King’s Road station, enabling the line to go directly from Victoria to Clapham Junction. This new proposal has been submitted to the government and is pending.”
